Culebra, also known as Isla Culebra or Culebra Island, is located about 17 miles from the Puerto Rican mainland. It lies to the east of the mainland. The name, Culebra or Isla Culebra, literally means Snake Island. It is a municipality comprising of five wards and the downtown area of Culebra Pueblo. Isla Culebra was originally known by two names, Isla de San Ildefonso and Isla Pasaje. It is roughly 12 miles from St Thomas and about 9 miles from Vieques. Isla Culebra is also known as Little Island or Isla Chiquita and Last Virgin or Ultima Virgin. The latter name was given owing to the location of the island at the end of the archipelago of Virgin Islands. Residents of Isla Culebra are referred to as Culebrenses.

The history of Culebra is interesting. By some accounts, Christopher Columbus was the first to arrive at Isla Culebra circa 1493. It is said that the island was inhabited by Carib Indians at that point in time. But there are other accounts that offer an alternate history. It is however agreed upon by most historians that Isla Culebra was inhabited in the fifteenth century but was abandoned for many centuries afterward. Culebra was once a refuge for sailors, pirates and fishermen. Officially, the settlements at Culebra date back to 27th October, 1880.

The archipelago of Culebra has the main Culebra Island and there are twenty three other islands. Some of the more notable islands in the archipelago are Culebrita, Cayo Norte, Cayo Luis Peña, Cayo Lobo, Cayo Ballena, Arrecife Culebrita, Cayos Geniqui, Las Hermanas, Cayo Lobito, El Mono, Cayo Botijuela, Los Gemelos, Alcarraza and Piedra Steven. Culebra is also home to a large harbor, Ensenada Honda. The island, especially the harbor, is said to be the safest in the Caribbean during hurricanes. There are many lagoons on Isla Culebra, namely the Corcho, Zoni and Flamenco.

Culebra is a nature reserve with bird sanctuaries, turtle nesting sites, fish and wildlife reserves. The Culebra National Wildlife Refuge is a protected area. Owing to its pristine nature reserves and scenic attractions, Culebra is an extremely popular tourist destination, for Puerto Ricans and for foreigners.
